you may have to continue to put #2 in another room and put up with the whing. I would first try to get #2 to play along but if he starts a fight then a time out is needed. He will see in time that type of behavior wont be tolerated and he needes to play nice. Now i do think it is normal for dogs to growl and even act a little rough while playing but not fight where one of them could get hurt
