I'd agree with this size for two small dogs whose combined weight is less than 10 lbs.
I purchased a medium Snoozer as a second seat to use in other vehicles, as I have a medium PetGear seat that I permanantly keep buckled in the backseat of my car. I thought they be the same size, but the medium Snoozer is much bigger. I only have one yorkie, but two could easily fit in a medium.
