I think your vet is misinformed. My brother also has cocker spaniel littermates & they are trained very well, I joke that they are not dogs but humans! They even trained them not to take any food from strangers or off the floor. Yorkies are very smart & easily trainable (they have me trained as well loll). Mine learned to sit, down, shake (I say hand & they give me their hand), say Hi (they raise their paw) in a matter of minutes.
As long as you show them you are the alpha, they will respect that. They might have the occasional sibling rivalry, but it will pass when they get older.
