  At my vet it is standard for any procedure that they will be under anesthesia and my vet has had her own practice now for 6 years (she worked at a vet hospital for a very very long time) and has only lost one animal and I'm sure her procedure is why. My aunt and uncle thought there dog was healthy as can be but the before surgery blood work showed she wasn't. Even if you think your dog is healthy its not wise to not do blood work.
