I am so sorry that Yodi is having eye problems. I don't understand how the ophthalmologist would treat the problems without knowing exactly what the cause is. I wouldn't be comfortable with guesses that it is a tick borne disease -- that is a pretty big guess without tests.
Testing is expensive, but for treatment efficiency -- for the good of your dog and cost in the long run -- it's best to know exactly what you are treating.
