Regardless judges do have a lot of power in allowing changes in the look, size and structure of any breed. That is how the Collie's head became so extremely angled to the point where it is having some terrible health issues. There are multiple cases of breeds being changed in their look over the years because a particular "look" became popular and was taken to the extreme. It could never have happened if judges had not favored the trend. These "trends" usually result in a huge determent to the breed.
It seems that with the extreme demand for tiny pocket type dogs that the YTCA would put a minimum in their standard in order to help protect the Yorkshire Terrier.
Here's the page where the AKC says, "Must not exceed 7 pounds" Yorkshire Terrier Page, but you are right, a couple of years ago, it did say that.
