Default Any recommendations for high quality small bite low fat dry food?

My Columbo is almost 9 yrs old and is a couch potato. He weighs around 8 to 8.5 lbs. He was around 1 to 1.5 lbs heavier until I switched his food to Innova low fat several years ago. P&G bought Innova, so I've been waiting to see if they would change the recipe. Not sure if they did that, but apparently the pet store said they now no longer make the small bag in his type food as it must not be a profitable seller. I've checked a couple different stores and I guess it must be true as they all only had the 15lb bag or larger. That bag would take months to go through and would be stale, so I'm thinking this would be a good time to change foods. Right now, I use a pill cutter to cut the Innova low fat kibble (which is a fairly small size to begin with) in half, so I'm not opposed to continuing that with another food if necessary. He has lost a lot of teeth despite brushing and I know he doesn't always chew it up, which is why I cut it for him, although he can eat it without cutting. I'm looking at the Wellness Core. They have a low fat type and also a small breed type, but not one that is both. I've sent for samples to try them, but does anyone have recommendations for a good quality food that is low fat and also a small size bite? Also, do you think the small bite regular Wellness Core would cause him to gain weight even though it says it is lower fat & carbs? It looks like a great food. My guy is a couch potato, but he does get regular walks. He is also recovering from his second knee surgery this year, so I need to keep him from gaining as he recovers. Thanks for any opinions and suggestions.
