use both
my baby always goes outside when we take him and know he needs to go but since we work we leave him a potty pad by the kitchen and he knows to go there when no one is home to take him out or if he can't hold it any longer. Before the pads, he would have a lot of accidents too because he wasn't sure where was an OK spot to go. But now he knows exactly where to go when no one is around
