When I first got Oreo, I put his collar on his and he was always scratching at it... and then I just recently got his accustomed to his leash and harness. I first put the harness and leash on him and let him get the feel for it around the house.

I did the same thing with my new addition Ginger. and so far so good so hopefully just try to get your yorkie used to the collar/leash being on first, and then slowly progress
