Maybe you could try putting really lightweight, loose clothes...like sheer sundresses...on her just at her most energetic times...playtime and such...to get her used to the feel of wearing clothes, and only use heavier, 'snugger' garments at bed-and-naptime...at least until she gets the hang of dressing up.
