If you cannot take them in do you know anyone else that can? If not, then you have to weigh the lesser of two evils. A shelter with a possible kill policy, or being left alone to fend for themselves against predators, elements, or traffic. If they are coming out where humans are, it is a sign they are hungry and scared and desperate and looking for momma and who knows what may have happened to her. I wish I was closer, I would take them in and care for them but I understand your concerns if Harley has other health issues. Good luc
