Default Abandoned Kittens... help

So yesterday my heart nearly broke in two...

I was walking into my new building and I saw the cutest and most terrified little kittens, 3 of them. There was a grounds worker outside so I asked (for those of you who don't know me, I just moved into an apartment building on campus in Toronto) he said this time of year, a lot of cats get abandoned, and that someone was "keeping an eye on them."

But honestly if someone was keeping an eye on them, then they'd probably not still be at large outside.

So another student posted on our Facebook group that he saw them too, and they were scared of him.

So I guess my question is what should I do? I can't take any in cause of Harley, he's an only dog, and the risk of bringing in a strange cat with Harley's health issues, it's just not a risk I'm willing to take. But what are the shelter protocols in Toronto? I don't want to report them and have them sent to a kill shelter or anything... but they really shouldn't be loose around our apartment, they need food, and most importantly they need to be spayed/neutered so that we don't get more kittens. Plus there is a really busy road on the other side of the courtyard where I saw them.

Thoughts?
