I am so sorry you've lost your precious puppy. It's heartbreaking and then to be treated this way by the breeder is like pouring salt into a wound.
I don't believe you have a criminal complaint and doubt the police would get involved. You do most likely have grounds for civil action, possibly through small claims court. You may want to contact the breeder and suggest to them you will be filing suit if they don't maintain their part of your agreement.
