I know dogs are slightly different than children (only slightly...) but my (human) daughter had surgery three times for blocked tear ducts and her eyes teared all the time. The doctor said it was like a blocked up toilet-they overflowed because they were blocked. I said all that to say that I don't think a product that "blocked" the tear ducts would actually stop the tearing...not saying anything about this particular product either way, but I don't think blocking the tear ducts would stop the tearing, so I don't believe that's how this particular product works.
