Are the Sherrifs' in your jurisdiction or local police? A friend of mine went through something similar called the Sherriffs' office and they went and talked to the breeder, funny how fast that was resolved.
If not the Sherriff I would find out if you have a "community police officer" you might want to talk to them, or local police....go to the station and see if they would be willing to. Also, do you have a lawyer? Have your lawyer call them and ask for a resolution so that courts aren't necessary. You have nothing more to lose at this point, IMHO.
I am so sorry this happened to you, very very sad and to add the frustration from the breeder on top of it...uggghhhhh not good; however, if it is a good breeder he may be doing the right thing in keeping the pup till its ready to go, who is your breeder? Remember, a good breeder will not let their pups go before 12 weeks.
