I use it all of the time but only on wet hair and only after I have worked the matt/tangle down to the very ends using other tools first. I use a Four Paws one that doesn't have those really sharp blades, it works very well. But It is more for larger areas.

What you may try using is a flea comb. it is smaller than a regular one and it works very well on those eye burgers. Just be sure to wet it down first or do right after a bath. They slide right out.
