Default Laid back attitude...

Hi to everyone! I'm a newbie here...
I have really enjoyed reading this forum for several weeks now- I only wish I had found this site sooner!
I have 4 yorkies- 1 female who is 20 months old (Macie), 2 who are 13 weeks (boy/girl- litter mates) and one male who is 2 ½ (Bailey). They all get along great, which is a relief- since my oldest female is the Queen of the house, I was really worried she wouldn't appreciate any competition. But fortunately that hasn't been the case! My question is this: of my two pups, they have totally different personalities. Mia is always on the go! Leo is much more laid back, he is very sweet and loving (not that Mia isn't- she is just a very busy little girl most of the time!) Leo follows me around constantly, he is just a happy being held or sitting in my lap as he is playing with the other dogs. Is this normal for him to be so laid back? I don't really have any health concerns- I believe them both to be very healthy puppies. Neither one is considered small for their age- they are both probably going to be around 7-8lb adults- if not more. He is a good eater, he sleeps well. I feel certain he doesn’t have any parasites of any kind.
I just worry about his lack of enthusiasm. He does play with the other dogs, but he isn't interested in any rough play. When it starts to get a little rough, he locates me and just hangs out or plays by himself. I probably wouldn’t even notice his non-participation if I didn’t have another pup to compare him too.
Has anyone else’s had a yorkie with this kind of laid back attitude? I’m not complaining that he is sooo sweet, I would just like to know if this is normal?
Sorry about the long posting, I just wanted to try to cover all the informational bases…
Thanks for any information you care to share!!
