Yes, it is perfectly normal for puppies to have growth spurts. If you are feeding the suggested amount for her weight she is not fat. Puppies do not get fat unless they are caged all day and never get exercise.

Many people who think they have purchased a tiny dog start thinking their puppy is fat when it gets past the size they expected it to be. Your puppy is still growing even though you would like it to stop. It is too young to stop growing so accept the fact that it is not going to be unusually small. It has nothing to do with being being fat it has to do with genes. Your dog will continue to grow until it's genes say stop and the food has nothing to do with it.
