I completely agree with you...but just try to see it from the managers side...like KimInMd says, he was "putting on a show" for the azzoles that complained...if he hadnt, they would have gone over his head, he probably would have lost his job, and the store would have probably been fines, because those old farts would not have stopped at corporate headquarters, they would have reported it to the Health Department.
