Try holding it over top of his head, not in front of him. Sometimes that sets them off balance enough that they can't jump for it and their butts go down to steady themselves. Put your other hand on his butt to sit it down while you are doing it. Make sure you are saying "sit" firmly as you are doing this. I know it seems like you need 4 hands and 2 heads at times.
