Default Puppy biting issues

Hi again. My morkie is 4 months old. Hei is very feisty, and bites..nips a lot. I have tried over the last month redirecting him, holding his mouth shut, etc. he bites my shoes when we walk. He play bites a lot which I understand, but we just came from our second visit to the groomer and she told me the following...he was very fresh...biting constantanly and growling. Doesn't like to be brushed, which I knew because I have tried. Hates having his nails trimmed, again always biting. She told me it is going to become a huge problem when his adult teeth come in. He is very fresh with other people too...again biting their shoes, growling. I am at wits end. I have done a lot of reading but can't find out how to train him not to bite. Please help. Do I need a professional trainer? We just finished puppy classes where he learned to sit, stay and come and lay down..all treat based. We walk 2x day. Thanks for any advice.
