Default Wants to go outside constantly!

Hello,

Our Coco is giving us quite a challenge when it comes to doing her business outside. For a while we had her trained to where she would whine, and usually go to the bathroom right when you got outside. Now, she whines and barks constantly to go outside, but just wants to look around, sniff, and chase things.

Here's a common scenario: Get home after she's alone for 4 hours, let her out, keep her on a short leash so she knows it isn't play time. She doesn't do anything. After 15 minutes or so, go inside. About 30 seconds later she starts whining and barking, go outside, same routine, no pee or poop. Get back inside, whining, barking, FINALLY she goes pee. So I let her run around and reward her as she pees.

However, once back inside, she'll bark and actually ring her bell to go back outside. Over and over and over. It's to the point where we have NO clue whether it's to go play or go do her business!!

The dilemma: We don't want to ignore her whining and barking because we want her to let us know when she needs to go out. By the same token, we don't want to just let her outside everytime she wants to go just to sniff around and eat leaves and snow!!

It's as though she learned that she needs to let us know when she needs to go out, and it worked for a month or so... BUT, all of a sudden a lightbulb went on and she though "I can go outside WHENEVER I WANT"

Any suggestions??? We're getting somewhat tired of it. In fact, last night she was whining at about 4am and I took her out, because I knew she'd have to pee, and she stood around for 5 minutes before going! Previously, she'd want to go out, pee, and get right back in bed as it's pretty cold out at 4am in Minnesota!!
