As a breeder I can tell you that sometimes the runt or smaller baby of a litter is born too small to dock,so the tails are kept, and sold as pets. I have a couple of my little silkies with tails, due to low weight at birth. so you might want to ask why was his tail not docked and his ears not taped at a young age. Also at 14 months this puppy should even have his first rabies shot.

at this point it would be major amputation surgery to dock the tail, not worth the pain and risk.. keep the tail..
