If Milo is good about going potty outside then maybe you should start taking him out more often. These little dogs do have little bladders and sometimes they drink more than at other times. I would think with the kind of summer we have been having Milo may be drinking more than usual and may not be able to make it to the pee pad on time. Try taking up his water by 7pm and taking him out for a good brisk walk before bedtime, making sure he pees at least once or twice. Boys seem to pee a lot more than the girls and activity will make them go more. If you can get him emptied out before bedtime hopefully you can get him outside in the morning before he has to go again. Strict supervision is going to be a must. A nice yummy reward every time he does it right will be a great incentive for him.
Every time Gracie would start missing the pad I would start rewarding her with a treat when she went on the pad. It only took a couple of those treats and she was right back to using the pad again.
