Cry Help needed!

Huuh...We feel like i we failed in training our two little sweeties.

So here's our story,

We have 2 lovely yorkies: one is 4 and other 10 months old.

Week ago we game from our vocation. We were just driving around the Europe for one and half weeks, and offcourse we took our sweeties with us.
Everything went just fine.

But now when they have to be alone at home again on the day time- when we are at work they're just acting crazy.

When we came home from work, our apartament looked such a mess...It looks like there had been snowing..because these two little devils had played (and eaten and chewing and who knows what...) with the pee mat around the whole apartament.

The pee mat is in toilet and they are useing it very well. They never play with it when we are at home...
Normally we don't use the frame for the mat..but after the first "suprise" i saw no other joice- i thaught because of the frame they cant chew it.---But still...they caught it...So today was the third day!

How can we teach them, not to do that?
How can we punish them when we can't see them playing with it?!

What should we do???
Please smb give us a advice.

Thank you!!!
