You need to restrict the areas he is allowed to roam until he is 100% trained. Also you need to use an enzyme cleaner to get the pee smell out of the rug. You may not be able to smell it, but he still can. Essentially he thinks it's one big pee pad. Or get new rugs if it can't be cleaned entirely.
Also you need to keep an eye on him. When he starts pacing and sniffing around take him to his pad. Feed him on a schedule so you more or less know when he needs to go. That goes for food and water.
It can be done. People always say Yorkies are hard to potty train and I don't agree. I have had to retrain many fosters and they all did well, even one who had bladder problems. You just have to keep a watchful eye.
ETA if he is sleeping in your bed, keep a bell on him. When he starts to wake up and get restless the bell will wake you up and then you take him to his pad. Don't just let him on the floor where he can go wherever he pleases.
