Default I'd give another breeder some thought

If they are balking at one set of shots and a worming God knows what else they have cut corners on!! I would start at the YTCA breeders in your area(you can find a list of these on the website listed by state) and if they do not have available pet puppies perhaps they know someone who does. It is so worth waiting a little longer.
I would think she would also know that 9 weeks is a "fear" time in a pups
life and it's hard enough to have someone pick up a pup at that age
with changes and all but to ship???
