This is just a way that some unprofessional people use to make more money. If the breeder had wanted to she could have given the buyer the registration papers with out breeding rights after proof of neutering was given and it would have cost nothing. So you do really have to question what was going on here. It may be the breeder was just trying to make some more money or the papers may have been questionable.
