I worked with my family showing dogs for many years. Breed clubs may sponsor shows but the shows are AKC run by AKC rules. A dog in the ring that is below the recommended size would be ignored if not disqualified. It would be a waste of time for a breeder to put the time and money into showing an undersized animal because the reason for showing these animals is to use them to continue the line. No one is going to show up at an AKC sanctioned show with a dog with disqualifying features.

The clubs do set their standards but each dog is in a category. The Yorkshire Terrier is in the toy group as 4 to 7 lbs. Those guidelines are strictly enforced. Dogs that do not fall within those guidelines (larger or smaller) will be wasting their time and could be disqualified.
Did you not look at the AKC link I posted? It says not to exceed 7 pounds.
