Hi there. My ziggy also just loves meeting other dogs on walks.
My advice would be to 1. Communicate with the owner of the other dog, I always ask "is he good with dogs?" If they say yes then I will come closer with a relaxed leash and let them meet, if they say no, I also don't make a big deal of it and stay relaxed and just walk on. 2. Use your instincts, I can usually tell if a dog is freindly by the way they are looking at Ziggy and their approach, if I'm not comfortable, I walk on, ut usually I make an approach and am relaxed and in control at all times.
Ziggy trusts me so never acts weird around other dogs even though he was once nearly bitten by another (bigger) yorkie. But I just removed Ziggy, and we walked away. We don't let that affect us, we love meeting new dogs. So don't let fear stand in the way for you and your pup
