oh that is a difficult question to answer especially since the little guy has already had 3 bad experiences.
dogs are so unpredictable so it is hard to say how a strange dog will react to your little one when out for walks. even if the dog looks and acts friendly your little one could easily be fatally wounded should such and attack escalate.
i dont know if this is the right answer but for myself i would avoid other when out on walks.
sign your little one up for a puppy obedience class at petco or petsmart. let him get his socailization with dogs the safe way.
