my punkee princess was this way when i got her.....and even if there was an accident in the house and i didnt catch her in time...or i was bringing her out to go i myself would ring the bell. everytime we went out i would ring the bell. she eventually got it that it meant going outside and she one day just started ringing the bell when she wanted to go outside and did so consistently until charlie my cat then learned this and would ring the bell at all hours of the night. i then had to take the bell down but by this time she was better potty trained and would bark. she was more comfortable in our house and had actually started to play a lil bit. good luck. consistency is the key.
