Well, if you insist on a so called "teacup" you are looking for trouble. No dog was intended to be 2 to 3lbs. A good breeder may have a tiny occasionally but they are not supposed to be that size. A responsible breeder is very careful about where they place these tiny babies as they are basically a special needs pup.
Tiny dogs break easily.
Tiny dogs tend to have genetic disorders.
Tiny dogs are a danger to themselves as they do not realize their own shortcomings.
Tiny dogs are more likely to be attacked by larger dogs.
Tiny dogs need to be watched over constantly and cannot live the normal life of a dog.
Tiny dogs have high pitched barks that will go though any apartment wall.
If a tiny dog gets sick you have precious little time to get it well as it has no ability to compensate like a larger dog.
If you buy from a tiny breeder you had better have plenty of money on hand to pay the vet bills you will be facing very soon. You haven't saved a cent by buying from these breeders.
There are still many places where dogs are not welcome. There are still many places where dogs should not be. Your dog is safer at home in many cases.
Most apartments that require a small dog have a 20lb maximum.

My little girl would be considered 'large' by some standards. She is a 5 pounder. She remained very small as a puppy for a very long time and I had to go through special precautions to keep her safe. She would try to jump up on objects and then jump off. She would get things she shouldn't have and chew them (more prone to get an obstruction) despite my constant efforts to keep things out of her reach. She decided she wanted to sleep on the back of a rocker like the cat. One little rock of the chair would have sent her flying.

Buying from a breeder who breeds for tiny dogs is irresponsible. These breeders disregard every genetic rule of breeding of purebred dogs and breed for size only. This type of breeding creates a genetic disaster. The breed standard is 4 to 7lbs. Why would you want a dog any smaller than that? If you want a dog that is a fashion accessory you might want to reevaluate your desire for a dog. These dogs are small but still require all the training a larger dog needs. If they are not trained properly you can have some terrible personality disorders.

Your desire for a tiny dog should be tempered by your desire for the breed to be healthy and strong. You should have more concern for the dog's well being then your need to tote your dog every where you go. A 4 to 7lb dog IS tiny and to breed for something smaller is dangerous to the breed.
