It seems like more owners would choose not to allow pets if they have no say about the animals that are on their property. So many irresponsible people have ruined rental properties in my area that very few will rent to any pet owners even with an extra deposit. They say it is not worth the trouble.

Don't property owners have constitutional rights? Sadly there are way too many people that do not take proper care of their pets and they make things very difficult for responsible pet owners.
