Default need small bites food

I'm putting Elsy (and all the others) on royal canin low fat gastrointestinal dry food due to her recent bout with pancreatitis but she is having a hard time chewing them because the bites are too big for her little mouth. I don't really want to soak them in water because I feel it doesn't help to keep the teeth free of tartar. Does anyone know of a low fat dry food that comes in small bites?
