I have read that some of them are quite portable. If they get any information that they have been found out they just move on to some more rented land and set up shop again. However, in states that no regulation at all they just do their dirty work without any worry at all.

Maybe some of them do have ties to a bigger business. These chain puppy "boutiques" are run by someone and they have to have a steady supplier. Since so many puppies die in these mills or on the way to market they need a lot of animals to keep pumping out the babies.
