It's not uncommon for cities/towns to require pet registration. There is usually a fee involved and most likely you'll have to provide a rabies certificate to prove vaccination.

Btw.....your town may have a provision that allows you to register a puppy that hasn't had a rabies vaccine, as that vaccine isn't recommended until your puppy is 4-6 months old.
