Maybe just a "good boy" and pat is enough. Some dogs are toy-oriented and love a tugowar or squeaky toy as their reward. Or, he's just nervous at the time or doesn't like your treats. Tibbe won't take some treats either. And he sure won't take them if he's unhappy for being made to come inside or if he's feeling bad or nervous when I offer treats. Might try Cheerios or something like that or just a squeaky toy and see if he's happy.
