I have a little canine health reference book. It a little info on this condition. Say's it's an accumulation of fluid in the cavities or ventricals of the brain. May lead to seizures and "rarely" vision problems. Seizures are usually treated with drugs which reduce the production of cerebrospinal fluid. Has anyone ever seen the Breed All About Yorkie episode? It seems like there was a little yorkie on that show that had seizures..I think her name was Honey. I wonder if that was caused by something like this.
