This is just my opinion, but no. A good, reputable breeder normally has a waiting list for her pups and they all have homes before they even exist. If she sells them to someone else to re-sell, that says to me that she doesn't much care where her pups end up, and she doesn't care to know if they ever crop up with any hereditary health issues. Good breeders keep in touch with their new puppies' families and know immediately if one of their pups comes up with a genetic condition, so that they can eliminate that breeding pair from their breeding program.
