Poor little guy probably just hasn't been trained at all or has been allowed to be in the custody of little children who have terrorized him.

They do not understand the effects of not training and the danger of putting a little yorkie in the hands of a small child who doesn't understand (of course). I hope you can convince the owner to do the right thing by the little dog.
