Welcome to YT. I had a foster straight from a puppy mill that was a real wild child, so time will tell if she adjust 100%. I would just let her get use to the house, people and all since she has so much to learn. All she's ever known are cages and no petting. She's never learned how to play, that is something taught by their mother and littermates and doesn't come naturally. She just needs to get adjusted at her own pace. Give her pats with kind words and a treat, let her decide when she ready to craw on your lap. Don't be in a rush to get her to play or walk with a leash. When she's adjusted and happy, you will know it.
Thank you for giving this baby a loving home. She's really young and has many years of happiness ahead of her now.
