Love New Older Family Member I rescued Needs Help

Hello everyone. I just rescued a 2 year old Yorkie from a Puppy Mill rescue from an animal Shelter. She is obviously very scared, shy, and not very lively. I am giving her lots of love and being very patient and I will continue to do so for the long haul. I did however have a few questions. How can I get her to play? Seems like an easy answer but she just lays down and finds no amusement in anything we do. Secondly how can I get her to learn to walk on a leash? I place a harness on her but she never moves at all on the leash and she locks in. As soon as I drop the leash and let her pull it along she is game for it. Lastly, she really needs nurturing but I feel it scares her more when I hold her than when I leave her be. Is this normal and should I leave her alone for now? Thanks for all the prompt replies and I am anxious to see your opinions.
