She has a little bell on there that alerts me when she is awake at night and helps me keep track of her in the house (since she's so small right now). I keep forgetting to put her collar back on when I take her out of her crate. If it's still too risky then I will make myself get in the habit of it, obviously. What are your thoughts?

Here's a break-away collar made for dogs that you could use for potty training or to keep track of Mishka in your home.
I would not recommend using a break-away for walks or leaving any collar on her in a crate.
I lay Yazmin's collar on top of her crate as a reminder to put it back on.
