I don't know if you would classify it as layaway or not but....when I was searching a while back for another pup after we lost Lolita I posted on YT. I had several very reputable breeders offer to let me pay in installments if need be as my finances were not what some peoples are. I carry pet ins. and take very good care of my babies so that was not an issue but initial price was. I for one was very thankful to these people who were kind enough to offer me that help. We all have had to put deposits on our little ones to hold them for us so I don't really see that if a breeder has a puppy for 6 weeks after we do that, that they will take payments until we pick them up it is a bad thing. JMHO
