Jeanie, I really don't know
All I do know is - my parents first 'family dog' which they bought for us 50+ years ago....a
teensy little black poodle....was just 6 weeks old when they brought him home...and that was the norm then.
I can't even remember when the norm went up from 6 weeks to 8 weeks....I'll look into it all, and report back!
