yes, most of collars are electric but they do make some that use vibration and spray.

like i said before i dont think the collar would be a method you would use for housetraining.
the way is just to take puppy out every hour and always right after napping and eating or drinking.
take her to the same spot each time. Say go potty, if she does tell her good potty and give her a treat.
it just takes lots of practice.
eventually she will get it..
