I have this happen occasionally with my male Yorkie. His problem is that the hair on the outside sometimes gets stuck to the penis when it is outside the sheath, and gets pulled into the sheath, preventing the penis from retracting. I just put some lubricant on it to help it go back inside, and then try to keep the hair short on the sheath.
