A lot of creams and liniments are made to soak in a bit and it takes something like repeated application of oliver oil or mineral oil to clean the residue from the area. Apply it liberally and then wipe off with a cloth and repeat 2 or 3 times very gently rubbing it off. Some creams & things are designed to have little response to soap & water and only an oil base will penetrate and remove the product.

A trip to the doc or ER wouldn't hurt if the reaction is really bad.
