If I recall correctly, you said Bella has a double row of molars. I would bet teeth are the cause of her bad breath. Those teeth need to come out as soon possible because they trap bacteria and lead to tooth decay and gum disease quickly.
I know you are planning on spay and dental soon. Hoping for you and Bella that it can happen very soon.
